How to pave the way to a mass uprising:

--Take away the people's freedom of movement.
--Take away their mobility.
--Take away their livelihood.
--Deprive them of their meals and make them rely on dole-outs.
--Frighten them out of their wits in the name of obedience.
--Deprive them of their favorite modes of escapism: cheap entertainment and liquor.

These are the same steps that led to the massacre of Company C in 1901, which was immediately followed by the Balangiga Massacre.
