Campaign vehicles playing blaring jingles course through the neighborhood, parking in places long enough for an entire jingle loop to be completed. This strategy is a remnant of public announcements made in barrios from the 1940s to the 1950s.

It is really a form of Pavlovian conditioning. Since psychology has advanced by leaps and bounds all the way to the 21st century, it no longer works, but it is a way for campaigners to have fun, to celebrate fiestas even when there are none, and to throw musical tantrums.
