If you want the rabble to properly dispose of trash, first build clean public toilets for them all over the city. It is a sign of respect for their bodies, and, when they feel that their bodies are being respected, only then will they respect other spaces.

It is never too late to institute good toilet training, because proper trash disposal cannot be taught backwards.
