I scanned the two photos. Your family calls the item "Buddha" because the figure is male, rotund, bald, and evidently Chinese. However, the item is decorative rather than religious in nature. It is part of a set of other figurines; a little boy took this one from the set, played with it, and dropped it on the roadside.
There is nothing talismanic about this item. That doesn't mean, however, that you should throw it away. Keep it, for it must have come to your family for a reason. At the very least, like the figurines in the fairy tale "The Shepherdess and the Chimney-Sweep", it is glad to take safe refuge in your home.
