You may pass all the necessary bills and laws to support artists, but two important questions will always need to be answered:

1) Will artists be assured of continued employment and retirement annuity?

2) During times of disaster such as a pandemic, will they be among the first to go homeless and hungry?

Otherwise those bills and laws are no better than what existing cooperatives, foundations, and assistance funds are already doing: extending aid not to all artists but only to artists who are ill and in need of urgent, financial help.
